how is the banding determined?

anyone know if it's possible to reband?
a friend said he seen on the tv, that it's possible to reband and if successful they reband and refund you the difference you have paid etc.

it looks like neighbours are paying the same.

houses opposite which is similar size in grounds albeit has one less room, is banding below.

how is it determined, calculation price in 1991? but it was built on 2000.

i know from friends and family in other areas with bigger houses pay the same or even less.
